From 1 April 2026, cyclists aged 16 or older will be issued with tickets for traffic offences.

If a cyclist age 16 or up who has committed a violation is subject to enforcement measures, they will be issued a blue ticket (written statement summarizing the facts of the violation) and receive a notice to pay a fixed fine. 

The procedures following a traffic offence committed by a cyclist changed, and the Traffic offence Notification System (so called the “Blue Ticket System”)   introduced.
If a bicycle traffic violation is detected, in principle, guidance and warnings will be given at the schene. Howeber, malicious or dangerous violations that may result in a traffic accident or be a hazard or nuisance to pedestrians or other vehicles will be subject to enforcement measures.

  • Use of Mobile Phone, etc. [holding] : 12,000 yen
  • Disobeying Traffic Signals : 6,000 yen *5,000 yen for running flashing signals
  • Stop Sign Violation : 5,000 yen
  • Driving on the wrong side of the road : 6,000 yen
