Resident card

A resident card (zairyu kaad) is issued to foreign resident granted a period of stay of more than three months in Japan (i.e. medium or long term legal foreign residents). The name, date of birth, sex, nationality or region, address, residency status, residency period, whether working is permitted etc., are recorded on the card. A photo is included for residents 16 and older.
If entering Japan through the airports of New Chitose, Narita, Haneda, Chubu, Kansai, Hiroshima and Fukuoka, your resident card will be issued at the airport.

Upon receiving your residence card

Please bring your resident card to the local municipal office where you will reside to notify them of your address. This procedure registers foreign residents in the national resident registration system (jumin kihon daicho seido), as are all Japanese citizens. Accordingly, registered foreign residents are eligible to receive a resident record (juminhyo).

Requirement of carrying the resident card

The resident card must be carried by its holder all the time. Acquire the habit of always carrying the card with you.

Changes to the information recorded on the resident card

Foreign residents are required to notify authorities of any change to the information recorded on their resident card.

  • Change of address: Please present your resident card to the local municipality office in the area where you will reside and advise them of your change of address. This procedure will automatically notify the Immigration Service Agency.
  • Other changes (change of residency status, renewal of residency period, renewal of resident card, name, nationality, etc.): Notify the nearest Immigration Service Agency. It is not necessary to notify the local municipality office in the area where you reside.

Return of the residence card

When mid- or long-term legal foreign residents go back to their country, or are no longer mid- or long-term legal foreign residents, the card must be returned. Please return the card in person to the nearest Immigration Service Agency or return by mail to the Immigration Service Agency in Tokyo.
